You can pay your water/sewer utility bill at City Hall during normal business hours with cash, check, money order, debit or credit card. We now accept Visa, Mastercard and Discover so you can call in to make a payment or go online and make the payment with Xpress Bill Pay. This can also be set up as an auto-pay method. Whenever you pay with a card there is a 2.8 percent convenience fee that is applied and paid directly to the credit card processor at the time of the transaction. The City of Oak Grove does not receive any of these monies from the convenience fee. We also have a drop box under the portico in front of the building which can be used after hours payments.

A citizen complaint for all non-police matters can be filed by completing the standard Citizen Complaint Form and returning the completed form to City Hall to be processed by the appropriate department or the City Clerk. Please Note: All police matters should be reported to the Police Department 590-3773 x 1100.
A business license can be obtained by completing the standard Business License Application or it can be obtained at City Hall. Typically, a business license can be issued after approval within 2-3 days upon receipt. When submitting the application please enclose a copy of your sales tax identification form as well as certificate of no tax due (if applicable) and the certificate of liability insurance with proof of workman’s compensation coverage if necessary with the City of Oak Grove as the certificate holder. The completed application can be emailed to email@example.com or mailed to City of Oak Grove, PO Box 805, Oak Grove, MO 64075. The fee for the Business license is $25 for the full year and after July 1st $12.50 for a half year license.
A building permit can be obtained by completing the standard Building Permit Application online or it can be obtained from City Hall. A community development staff member will provide assistance and/or information to you based on the type of application.
An inspection can be scheduled upon the issuance of the appropriate permit. Please allow a minimum of 24 hours notice for building inspections. Concrete inspections are subject to a 2 hour notice.
Animal Control is available during normal City Hall business hours 8:00 am - 5:00 pm Monday through Friday except most government holidays. If you need after hours assistance contact Jackson County dispatch at (816) 795-1960 and then Animal Control will follow up with the incident.
Yes, you are required to have a city pet license for all animals in your household. To obtain your city pet license bring proof of current rabies vaccination to City Hall during regular business hours.
Renew your city pet license each year on the renewal of the rabies vaccination.
The city pet license is $5 for altered and $10 for unaltered per pet.
Yes, all animals are required to be restrained at all times. That is to be in a fully enclosed fenced area or on a leash, even in their own yard.
All animals picked up by the Animal Control Officer are taken to the Oak Grove Animal Clinic for 5 business days. After 5 business days, if unclaimed by the owner, animals may be sent to local rescues, adopted to a new family, or humanely euthanized. Owners of animals are responsible for kennel fees and may be subject to citation for violation of city pet ordinances.
In order to be reunited with your pet, you must come to City Hall and pay all associated fees. This could include an impoundment fee, running at large fee, boarding fee, vaccinations, and flea treatment.
Any injured animal impounded by the City of Oak Grove will be treated humanely and every effort will be made to contact the owner prior to euthanizing any suffering animal. If the owner cannot be reached, the animal will either be treated or humanely euthanized as advised by the Veterinarian. Any veterinary cost incurred will be billed to the animal owner.

Any remodeling, additions, detached buildings shed/garage, roofing, rewiring, HVAC, decks, fences, signs, Right of Way, swimming pools, irrigation, electrical service upgrades, and plumbing repairs past the trap on any fixture require a permit. If you live in and own the house you are doing work on, you may obtain a permit for that work. Rental property and commercial property requires a licensed craftsman to do the work. If you have a question or aren’t sure if your project needs a permit, please contact the Building Official to discuss the particular project.
We require a completed building permit application along with two sets of plans stamped by an engineer licensed in the Sate of Missouri along with two copies of a plot plan (truss specs if building a truss roof). One copy of the plans and one copy of the plot plan will be returned to you with the issue of the permit. The other set will be kept with the records here at City Hall.
Once everything has been submitted we can typically have your permit ready in 2-3 business days.
Issuing commercial building permits can vary depending on what you are building. It is best to discuss this with the Building Official and he can give you an estimated time frame when the plan review is completed.
No. The electrical, plumbing and mechanical contractors are required to pull their own permit for each job. Their permit is issued at a minimal fee but allows the City to know qualified contractors are completing the work.

Yes, any building that is over 120 square feet is required to have a permit. Even if a permit is not required you will still need to follow the guidelines for all of the requirements of the placement of the shed or detached garage.
ANY pool or tub that is capable of holding 24 inches of water or more is required to have a minimum of a 4-foot barrier around the pool. This could be a fence around your backyard that is a minimum of 4-foot-tall which has a self-closing and lockable gate. The sides of the pool can also work as the 4-foot barrier or the barrier can be placed on top of the pool wall. In these cases, when the pool is not in use, all access to the pool must be removed. Permits also need to be obtained for swimming pools and hot tubs.
Yes permits are required to install fences. There are regulations on material, location and height. You may place your fence on your property line but you must know exactly where your property line is located. A copy of the plot plan is not a legal survey and does not show exactly where the property line is located. If you are unsure, you may need to obtain a survey to stay on your property. Fence post must be faced inside the yard with the fencing attached to the outside of the post unless your property abuts a non-residential district or there has been an agreement made between you and the owner of the lot adjacent to the fence. To complete the work this agreement is best done at City Hall with both parties present.
Decks more than 30 inches above grade at any point for a distance of 36 inches away from the deck will require a permit.
The maximum allowable layers of roofing material is two. The first layer of roofing material can not be wood shingles, slate, clay or cement tile. The City of Oak Grove requires an ice shield to extend from the lowest edges of all roof surfaces to a point at least 24 inches inside the exterior wall line of the building.
Yes, All exterior building maintenance surfaces including doors, soffits, eaves, windows, porches and trim must be maintained in good condition including any accessory structures, fences and walls. Peeling, flaking or chipped paint should be eliminated and the surface repaired. All houses and buildings must display street address numbers in an area easily readable from the street. The numbers must be at least four inches in height and in a contracting color from your house.
Yes. Most items intended for indoor use or "household items" can not be stored outside, such as upholstered furniture and household appliances. The only items allowed outside without restrictions are lawn furniture, barbecue grills, arbors, trellises and flagpoles. Some other items by be stored outside such as trash cans, boats, trailers, campers, and firewood, but there are restrictions associated with the storage which include placement, screening, paving and other specifics.
Vehicles are required to be parked on a paved surface. No vehicle can block any public sidewalks, extend into the street, or be parked on the grass. New gravel driveways are not allowed. If the original driveway was gravel and legally permitted at the time of installation, you may keep it provided you maintain it; however, you may not increase the size.
Any vehicle that is not currently licensed, has an expired or missing license plate, or has defects that make the vehicle unable to be legally driven on the street. If the circumstances arise you may have only one unlicensed vehicle your driveway but it still has to be operational.

Property owners are require to mow any area between their property line and the adjacent curb or street, including the ditch area and/or alleyways. The preferred method of yard waste removal would be the Eastern Jackson County Yard Waste Collection Center, located at 37910 E Pinkhill Road, Oak Grove, MO 64075 or (816) 847-7050 for more information. Time periods for burning residential yard waste consisting of leaves and brush less than three inches in diameter from vegetation grown on a residential property is permitted during the following calendar periods and times of day within the city limits are March 1st through April 30th and November 1st through December 31st between the hours of 10:00 am and 3:30 pm. First, you MUST obtain a burn permit from the Sni Valley Fire Department for no charge. No burning of any combustible matter of any kind on an asphalt, concrete or brick paved street, alley, or public place within the city limits. Burning of paper, garbage, tires and other kinds of wastes is prohibited.
No. Discharge of any materials or substances that is capable of causing an obstruction to the flow of the stormwater system or interfere with its proper operation or pollute the natural creeks or waterways is prohibited from being forced into the street. This would include any waste materials, liquids, vapor, fat, gasoline, benzene, naphtha, oil or petroleum products, mud, straw, lawn clippings, tree limbs or branches, metal or plastic objects, rags, garbage or any other such substance.
Trash containers can be curbside for collection after 6:00 pm on the day before collection day and should be removed from the curbside no later than 8:00 pm on the day of collection. On other days, containers must be stored either indoors, outside behind the front building line, or screened from view. All containers, including bags, shall be leakproof and waterproof, fly-tight and properly covered, tied or enclosed. They should be in good repair and the area surrounding them in a clean, neat and sanitary condition at all times.
Boats, RV's, trailers, campers and camper tops may be stored at home in the driveway or if they are located behind the front building line and not within seven feet of the side property line; however, they must be located on either concrete or asphalt as required for off-street parking. In the case of a corner lot, other requirements must be met. You may not use the recreational vehicles for living or sleeping purposes while on the premises. If you receive a notice of code violation, correct the violations listed on the notice promptly. The Codes Officer will notify you of the violation and provide you a specific time frame to comply. These time frames are determined by code. If you need additional time, please contact the Codes Officer in the letter. If circumstances prevent your ability to make the corrections, an extension of time may be granted. Our goal is to achieve voluntary compliance through communication and cooperation. If compliance is not achieved, the Codes Officer can take additional action either through abatement of the violation with the cost being assessed to the property or through a summons in Municipal Court. If you are issued a summons, you will be given an arraignment date to appear in court and have the opportunity to plead guilty or not guilty. The Municipal Court Judge will determine guilt or innocence and the appropriate penalty.
